Ok, so then, here's this. Maybe Rurik really *was* what the Brits feared. Also, I have an irrational love for HMS Powerful and Terrible. Range is sufficient to get it from St. Petersburg to Vladivostok if they back off the throttle a bit. The mission in war wouldn't likely be fleet work, but commerce raiding and general havoc creating. The mines might be swapped out for extra landing party equipment. And lots of period Russian cruisers had a bow chaser right forward, so I figured, why not.
