The bulk of the economy is in European Russia. St. Petersburg and Moscow are economic and educational centers. I've thought about breaking out Warsaw and Kiev too, but that seemed... excessive. The Army is about 51 divisions, organized mostly in Corps and very infantry heavy. The highlight surely is the 3 divisions of Cossack Cavalry, known for their ferocity, initiative, and for doing the Empire's dirty work. All told, there are 1.275 million men in uniform available in 1900, about 275,000 of which are on active duty, the rest in reserve.

The army also supports an extensive network of land forts, and coast defense near major military harbors.

St. Petersburg and Nikolayev are the major shipbuilding centers. Vladivostok is capable of limited construction. The Imperial Dockyards at Kronstadt and Sevastapol are mostly maintenance facilities, but can be used for new construction if needed. The rest are almost exclusively for fleet maintenance.

Ships:

I'd considered integrating historical ships from between 1875 and 1900, but OMG THE RUSSIANS BUILT A LOT OF GARBAGE.

So.... Essentially anything completed before 1875 is to be scrapped. I'm designing ships to be laid down after 1875. There will be minimal if any foreign construction in that time.

Areas of Emphasis:
1. Battleships: ships on par with foreign powers built in St. Petersburg for service in the Baltic fleet. Smaller ships built in the Black Sea.
2. Armored Cruisers: both to supplement the battlefleet in the Baltic and to raid foreign shipping elsewhere.
3. Protected Cruisers and other lighter cruisers: battlefleet screening mostly, some overseas service.
4. Coast defense/gunboats: for service where they make sense in the Baltics, like the Finnish Archipelago, and in the Black Sea.
5. TBs and Destroyers: expect keen Russian interest starting about 1898.
6. Icebreakers. Yup, armed icebreakers for patrol duties. Some icebreaker bows on bigger ships too.
7. Fleet train: minimal. Russian strategy plans for the contingency of moving the Baltic Fleet to the Pacific, but doesn't really take that eventuality seriously, and would be under-equipped should it ever happen. Both main fleets (Baltic and Black Seas) expect to sortie from bases with minimal if any necessity for resupply at sea or in foreign ports.

Im curious, what ship(s) you are going to have the 254mm/45 show up on? It seems historically the gun was *ahem* poor, so Im not super worried about it.

Possibly just coast defense. I haven't gotten that far yet. This is why I got interested in the German 24cm/40 and French 19.4cm/45.
