Hmmmm.  I think it SHOULD be 1/4 BP, but we're BP limited so that's going to be fairly problematic.  Maybe we should go with "pay full BP price for any military installations" instead.  Opinions?

Especially if we have to build merchant vessels to take advantage of colonial incomes then yes, I fully support this idea.
