Originaly this class was a Squadron Gunboat with 194mm guns.
Admiralty prefer a protected citadel (100mm) for the 194 guns but the hull is always a heavy gunboat.
Belt could be perhaps increase to 100mm & displacement to 2000t with the starting budget... (?)
