I forgot that my TBDs are 20 feet too long for a size 0 drydock, so I had to shift around the construction locations slightly (they are still either in Kronstadt or Liepaja). I may also have a few more torpedo boats bought but not laid down if BP can't be used for the TSR. These are both minor issues and since 1900 H2 has been held up so long it's not worth delaying things over.

I think they are quite close to having optimal performance right now, perhaps within a quarter knot or so. Under the rules it is use it or lose it with BP after a year anyways, so better to have parts in a warehouse waiting to be assembled than to have nothing at all.
