I'm still puzzled as to what it is, and why it needs 8 3" guns.  A tug seems likely, but if so, are there that many Greek pirates that a tug needs 8 3" guns?

Its a tug/tender.  And yes, it needs the 3" guns for protection.  Who knows then the infidel enemies of the Sublime Porte will attack?

I figured they would also act as Customs Barges/Revenue Cutters, so the 3" guns would be used for forcing people to heave to for inspection.

The ship is intended to provide support to a new Ottoman weapons system.  Which is why it is an armed tugboat.

Does anybody have a good idea for a roughly 2,000 light ton vessel, slow speed, heavy armor, casemated 6" or 4.7" (anti TB weapons), heavy armor?  The Ottomans have some BP left over as of right now and before I make my 1900-2 report I'd like to lay the ship down.

Yes, exactly like that.  The Ottomans need a mobile anti-TB battery for Straits Defense.
