Sure, but remember that at at this time, China has very little effective government, and limited modern weaponry.  With water-cooled machineguns that can fire as long as their ammo holds out, human wave attacks armed with swords are not very frightening.

From that machine-gunner or rifleman's perspective that sort of attack can be very frightening... from a true threat level?  not so much

And then add in field guns firing shrapnel shells in support of the machineguns, to make it worse for the poorly equipped natives.  The Putilov M1900 might not have a really good recoil system, but it did have one, which is better than some countries have at this time.

That's OK by me, with a delay into 1901 the USN is getting some reinforcements to the Pacific Fleet (though it's still going to be a long way for any troops to travel, since the closest troops the US will have to China in any numbers will be Hawaii (very limited numbers) and San Francisco.)
