About the recent 1895 Illustrious class, 16kts
Test refurbishments or reconstructions SS, new engines 18kts.
That's probably less expensive ($ & BP) than a new BB class.

Well, I have other plans for the Illustrious units. I really only need to "replace" four of them to give me more modern units in the Med. Where they will be going, 16knts is plenty.

Wait 1905-1907 to LD "modern" BBs

but they are slow, and I would rather invest the money into new capital ships to give the Far East some "proper" modern capital units then take them out of service for a time and get ships that will have even less value then more modern ships when Dreadnaughts come along.

I dont want to scrap them yet, just move them to the Far East. Any of my potential oponates in the area would have to then deal with battleships both in European waters and in the Far East.

With your allies in the region they may already have to deal with battleships, depending on the circumstances.
