First Round Evaluation:  CFS CDS RFP

The Congo Free State thanks all who submitted proposals for the coastal defence vessel competition.

Please note that all vessels exceeding 5.0 metres maximum draft were eliminated without further consideration and are not evaluated below.

Although not previously defined in hard terms, some criteria were used to eliminate designs.  These were a lack of miscellaneous weight for long-ranged wireless, inadequate freeboard (avg. 3.05 metres) and inadequate ferry range (2,500 miles or less).  While these latter two factors are not issues while on-station, the CFS has determined they would be necessary to ensure safe delivery to the CFS and safe servicing overseas if required*.

Evaluation of vessels follows:

1.  Unnamed, Germany:  Considered unarmed for role.  Eliminated.
2.  Kongo, Italia:  Considered fairly capable for size.  Request re-do with light battery added for Round 2.
3.  CFS Congo, USA:  Considered fairly capable.  Request re-do with improved seaworthiness for Round 2.

4.  Bohemian, UK:  Deemed undergunned for size.  Eliminated.
5.  Congo II, Italia:  While improved light battery compared to previous design, seaworthiness inadequate.  Eliminated.

6.  WATCFS, Iberia:  Considered capable for size.  Advances to Round 2.

7.  Kongo II, Germany:  Powerful unit.  Request re-do with improved freeboard for Round 2.
8.  Congo, Italia:  Concerns about seaworthiness and lack of miscellaneous weight.  Request re-do for Round 2.

9.  WATCFS, Iberia:  Unique armament seems not to provide benefits.  Eliminated.

WATCFS, Iberia:  Unique armament seems not to provide benefits.
No it's not supposed to. It was purely designed to be weird. ;D Same goes for the Floating Disc designs.

Messing around with the first one to add turrets is a bit challenging when trying to retain its weirdness. I wanted two singles, but realized Iberia does not have single turrets for the 11" guns. Had to trim the ship here and there and as a result it became a little bit more expensive and in order to keep it simple, I used the empty 5th weapon slot for the 11" gun rather than to move every gun to the next slot.
