Points for understatement of the year go to Draman (its more like I throw a screaming fit everytime one of the other 2 propose more).  that said yeah I lean more or less in that direction.

The sub rules still need to be cleaned up and settled: right now we've got the new design rules AND the old table, which was supposed to be replaced with a new table.  Ballast tanks could go either way, normally water isn't paid for, but these are different.

The thing is that the source of that water you pump into your ballast tanks in order to dive covers 70% of the world. There's about 1,350,000,000,000,000,000 tons of water (equal to 1,350,000,000,000,000 BP) on this planet. Cosidering that the ballast is non-functional except for causing your ship to sink, it should be subtracted.
For this as well as the increased $ cost for submarines, no new rules need to be added since existing rules can be applied to that.

I can understand the diving depth matter. Since we all use SS3 to sim subs, no one gains an advantage over the others when it comes to diving depths so while the depths may be less realistic, it should not be too much of a problem.
