In 1900, we're limited to 40 caliber guns of 12" bore, if you want 45 caliber guns, you have to use something smaller.

The 6" casemate guns are probably not on the centerline, though you could have a bow or stern chaser.

Deck armor is probably excessive, since the only real threats to that armor at this period are shell fragments and coast defence mortars (the latter of which we have no rules for).  2-2.5" is probably plenty.

Might want to go to complex reciprocating engines vs the simple ones you have now.

Miscellaneous weight seems excessive.

Large "building reserves" in general are, to me, problematic: they look like they're placeholders for future inventions, most of which weren't known at the time.  I can maybe see including a reserve for a technology currently in development, but one that's several years in the future from even starting development?

I agree within reason, but I can see a "growth reserve" OTL ships mostly had one and long as it dosnt exactly line up with some tech I dont have a real problem with it, Heck the big knock on the OHP class FFGs was that they only had a microscopic building reserve.

Modern ships are a different kettle of fish entirely, it's been accepted that the pace of electronics change is so high compared to ships lifetimes that a larger reserve is necessary.  But in the pre-WWI period?  What's expected to change that a designer is going to reserve, say, 250 tons for on a 10,000 ton ship (4% of the ships displacement).  Historically, most ships didn't last that long, they wore out and were replaced.

Centerline casemates are not going to work well, in general casemates should be sided.

On the City-class, you don't have enough length to mount 8 centerline 6"/45s: each gun is going to be around 25' long, so you'd need 200' of length just for the guns, without worrying about a bridge, stacks, etc.  Move some or all of these to the sides of the ship.  Given the ship's quite large size and armored cruiser protection scheme, you may want to consider replacing some of the 6" guns with turreted larger weapons as well.

Also, the same ship has the following warning:      "Main belt does not fully cover magazines and engineering spaces"  You'll probably want to lengthen the main belt.

Range is VERY short for a cruiser.

Triples, sadly, aren't going to be available in 1904.  Range is, again, relatively short (though it's at 14 knots, so it's longer than it looks if she slows down).  Turret armor's a bit light, casemate armor is VERY light.  Deck armor is missing entirely over the bow and the steering gear: she's in danger of becoming unsteerable from a single 6" HE hit aft.

the range isnt to bad realy, not when you consider the primary op areas for any ship they decide to build will be either the enclosed (if rough) watters of the Baltic, or in the equaly small (if still rough) north Atlantic.  I personaly am more concernd with the compleatly unarmored ends given their operating area, oh and yeah what Kworld said about the tripples (I know it kinda frosts me to but it is what it is)
