Starting in 1896 the Japanese government began a process aimed at increasing the number of children being born on the Home Islands.  Knowing full well the cost of raising large families for farmers is off-set by the labor older children provide, the government is worried that the trend of young Japanese to migrate to urban areas with the smaller household sizes prevalent there, would bring about an overall decrease in birthrates.  So a system of subsidies has been put in place, along with an increasing call for Japanese to move their businesses and families into the newly opened up markets of Taiwan and Korea.
