Research Cost

The lingo regarding the cost of research is confusing to me:

Researching each technology has the base cost $1 each half-year. That number is then multiplied by e^(Tech Year – Game Year). The resultant number is the cost of researching that technology over the time it takes to complete the research.

For example if I wanted to research a 1902 tech in 1900, the cost would be $7.39 over the time it takes to complete the research. So for example if it took 3 years (6 turns) it would cost $1.23 per turn. But what if the technology completes in 4 turns?

Do you have the pay what's left over immediately before the technology can be accessed?
Can you pay the cost all upfront?
If you did so, do the later turns still count the technology as funded since the has received all it's required cash?

Or did I completely misunderstand and it's actually you pay $7.39 PER half rather than total.

if thats still in the rules it needs to be changed as after extensive discusion we the moderators decided to nix advanced tech research.  (trust me we couldnt come up with a way that it wouldnt be abused)

I suppose this also means we can research anything at the moment?

since we have all 1900 or closest 18XX year techs, there will not be any research for the first few turns or so outside of guns.
