No point in invading Panama at this point, there's just a hole in the ground that doesn't constitute a canal.  There's plenty of canals around St. Petersburg, though.

Could be.  I'd expect they'd be deployed in the Far East, covering Vladivostok and Port Arthur, but that's just me.

No the whole army should be in that area, no reason for anyone with Colonial or National holdings in the Pacific region to keep troops in Europe.
