A surprising number of large submarines being built, for a new technology that hasn't proven itself.  The USN is planning on buying subs, but not so big and not so many until it gets a feel for them.

The US shipyards (Cramp in particular) are disappointed that the Ottoman Empire, after buying American armored cruisers before, didn't at least put out a request for bids for their latest armored cruisers.

With regards to the subs, I have many theaters in which to try them out, hence the large number. Seeing how the function in the Med, North Sea, India, and the Far East is important.

Vickers gave the Ottomans a fantastic deal on the ACs, heavily backed up by the government in order to foster goodwill with the Ottomans.

yes.  And the Ottomans will be shopping around quite frequently.
