The US is willing to sign this treaty, but isn't sure if it's supposed to do so or not (being that it's on the other side of the Atlantic and may not be one of the parties at whom it's directed).

The US is perfectly welcome to sign the treaty.  The Ottoman Empire welcomes any and all nations that wish to sign this treaty.

I do find it amusing that all the signatories EXCEPT the Ottomans have signed the treaty ten years before it was written.  :)
