Don't see any problem with that personaly, Personaly I dont go to the effort of figuring it out but then again I usualy try not to have very many late laydown ships.  Generaly I just come up with a few ship types and build my fleet around them with laydown dates from 1895-1898 (although I do like to build 1 realy capable capital ship in 1899)

Would it be possible for Russia to get a BP boost of no more than 3 BP? The need for naval facilities in the Baltic, Black Sea, and Pacific means I'll need a lot more naval facilities than nations with similar industrial bases. Here is what it is looking like right now:

No, these values have been fixed for some time. You can always build less warships in the starup period to allow for more infrastructure.

as Snip points out you can always build fewer ships for more ports/docks/slips... the truth is honestly we would all like a few more BP (well atleast all of us outside the big 4) thats just the nature of the sim.  No matter how much you had you would always just need 1 or 2 more to be perfect.  I was stuck siming a minor portion of the Italian fleet of OTL, and the ports honestly I barley scrached the ones I should have had.  Noone accept the super powers is going to be perfect at startup, like I said thats just the nature of things.

Honestly i think if we made any adjustments it would be to subtract some cash income from the exporting powers.
