Yes, 1900 is the start date.  Darman has been doing some setting-up of the A-H navy, based on the historical ships and some ships derived from those historical ships that I cooked up.  See this thread for details: http://www.navalism.org/index.php/topic,5862.0.html

everyone is baseline, however starting ships should be backdated as apropriat.  engine year = laydown year for startup ships , then the tech kicks in.

Naval infrastructure?  IE ports, drydocks?

Sorry, let me clear up my question.  We start with nothing I take it and it all must be bought to start?

Yup Nations start as a bare page with just the financial figures provided by snip.  You figure out your IC based on your Cash, and population comes from this page http://en.wikipedia.org/wiki/List_of_countries_by_population_in_1900 . other than that though you buy it all.

I take it people wanted to use political divisions of 19th century rather than late 20th / early 21st but you were limited to map you had to use? 

Hapsburg Empire is A-H, Serbia, Bulgaria, Romania and Moldavia (extended to Black Sea).  With Albania, Greece, Kosovo, Macedonia and Montenegro as independent nations in the Balkans?

We were somewhat limited by the available map blank (I am working on an even larger version but its going to take awhile and be esentialy the same), the changes to AH were actualy mostly because I couldnt figure out how to give them colonial holdings anywhere else.  As im sure you noticed Italy is greatly expanded, I wanted to give AH an equivilant expansion.
