The moderators wanted someone to fill the position of Iberia. It is a bit too busy in my eyes in Europe, but I did see some potential and some ideas were forming. I wasn't too fond of the Iberian Startup Spendind, but was allowed by the moderators to make changes to it. Some changes will be made to the first report as well to reflect the changes in the startup spending as well as adding the upkeep of the fortresses that are not in the report right now.

All IC together is 88 and not 89 and when looking at Logi's spreadsheet, there is a spot where the 89th IC is without the name of a territory. I mentioned it to the mods and believed this spot to be for Macau. To keep the revenue roughly the same, I subtracted the 80,000 inhabitants of Macau from the population of Iberia. Other than that, the figures for the various territories is the same.

I like a bit of a mix of docks and slips. To me having only docks available looks a bit weird... It's a bit out of balance compared to the number of ships, but I don't want to end up making too many changes.

Originally, Logi had 2 of them, but no locations given. I changed it to 1 and 2 12 citadel fortresses. Considering its importance, the 18 citadel fortress is at Madrid.
