Admitedly we are allied, but honestly it only has 2 knots on the REs which are full up battleships (if insanely fast for the period)

I don't see any 9600t ACs in your ency, therefor they don't exist right now. Might want to fix that. :)

Got a little crazed posting new Kongos, eh?  :)

I'm a little dubious about trying to fit the extra 12" turret on a hull that's only 5' longer than the preceeding Asahi class, that seems more than a little bit tight.  I'm also puzzled by the secondary layout.  The barbette armor is perhaps a bit light, though the rest of the armor suite is very good.  Reserve weight seems excessive.

Oh definitely!  The second run around is the Bureau of Design's opportunity to experiment with triple turrets on a ship that is basically the same so they can better gauge the effectiveness of each layout.

Now that you point out the length thing  didn't notice that, it only really matters for the Kongo 2s, which have the third turret (and also don't have the 4 twin 8" turrets).  the twin 8" turrets are on the sides in a more central location. 
Secondaries I switched over to casemates like they were originally supposed to be (I always forget to check that).

I should have been clearer: what I find puzzling about the secondary battery is the 6 guns on the main deck and 10 guns elevated.  That leaves me scratching my head, as I can't see a reason for that other than the IJN is using superstructures that look like inverted pagodas.  :)

Oh.  Visualizing the side of the ship with the twin 8" turrets i didn't think there was room on the deck level for more than 3 6" guns on each side.
