Historically we know that belts can't be high enough, but in this period only 2 to 2.5 m high (6.5 to 8.5 feet) bets were the norm (afaik). And this was still the case on ships like SMS Bayern (1917)! They did, however, have more than just a main and an upper belt, and only 3.5 meters (11.something feet) of freeboard.

More or less yes, that or over weight.  Snips latest for example should have 2 more 9.2" twins atleast for a total of 4, instead he has 2 and has spent the remaining tonage on making his main belt taller.
