its the buldges, you get artificial strength and stability from them (not to mention the aditional internal volume with a narrower deck than would be required otherwise).  If you realy want to see somthing freaky dig around till you find one of the round BBs from N3.

On Akikaze, the speed needs to get up to or over 24 knots, otherwise it's not eligible for the small fast rules allowing the lower strength you're using.  Easiest way to do that will be to cut the range back to 2000 nm and use the freed up strength for engines.
