I feel that both ships are total white elephants and will have minimal practical utility outside of just sitting there and looking somewhat imposing. They can be caught and shreaded by real and second class battleships, and any AC or smaller can chose to engage or run. Coastal defenses will pick them apart (tho this is a failing of all capital ships, these cannot run). Overall, I would add some similar sized cruisers with minelaying abilities instead of these.

What should the armor configuration look like on a monitor with 4-6 foot freeboard? I've never designed a fully armored ship with such low freeboard and am wondering how tall the belt should be.

Proly a single armored belt 8-10' tall (just enough to cover the entire freeboard).

Opinion: I also feel that 150 RPG on the 47mm is just not enough. That being said, these ships are fast, and will serve there roll well. On that note, freeboard could be a bit higher to provide better seakeeping.

I thought it was changed to overall strength for this round. Looks like I'll need to revise my torpedo boat destroyer as well.

Also here is another small warship of the Russian Navy. These gunboats are intended for service on the Caspian Sea and are capable of carrying large amounts of cargo and/or soldiers across the Sea. The armament can also be used as landing guns by the embarked soldiers if they need extra firepower ashore. A variant of this might serve as a harbor protection ship with my other fleets, keeping watch for torpedoboats and trading cargo capacity for guns, searchlights, and a higher top speed. Alternatively I might just make a new larger ship designed for the role because this one is designed to be under 200 tons so it can be built in factories outside the Caspian.

My destroyer and torpedo boat have been revised. I couldn't get the seaworthiness on the torpedo boat up as slight increases in the freeboard had major changes on hull strength. It is not intended for operations of more than a few hours so hopefully it should be less of an issue than with other ships.

They seem overly fast for defensive minelayers, but the range at speed is going to be very low for offensive minelaying.  You might be better off with fewer but larger vessels for offensive minelaying, and slower (10-12 knots or so) vessels for defensive minelaying.
