14-16" is upper end normal, during my research I have found main belts everywhere from 9-18" and Decks ranging from 1-4".  Honestly I just shoot for average.

Given that it is slopped, and that battle ranges are short so it being a "negative" slope matter little, I think he can get away with a thiner one, and increase teh protected volume

Here are designs for a tumblehome battleship and armored cruiser. The armored cruiser can substitute a single 10 inch gun in place of two 8 inch guns and I may built a few with them.

They are intended as cheap coastal defense vessels for service on the Black Sea since any ships built there are unable to access the open ocean and the Ottomans aren't a major naval threat. They are also large and similar enough to battleships as to make it easier to build full sized battleships and other large craft should that access be gained later.

The Ottomans might be running with a "Jeune Ecole" school of thought for their navy.  Lots of torpedo boats and destroyers and lots of coast defense guns at choke points.

Many French battleships of the early 1890s had 10.8 inch secondaries, although it was only two of them in two side turrets (not quite wing turrets) and the ships only had two 12 inch guns in fore and aft single mounts. I suppose you could consider them to be light main armament however seeing as they were intended as part of the main armament as opposed to supplements.

The USN and RN have both done this already, the USS Iowas have 8" secondaries, and the HMS Albions have 9.2" secondaries..

The USN is pondering bringing back the heavy secondary battery in the near future, but if it comes back, it will probably be the 10" gun rather than the 8".   Might even see a stacked turret monstrosity like USS Virginia, with 10" guns over 12" guns.
