the little bugger.... I'll try loading it fresh.  My SpringSharp program may be glitching if I move from file to file without closing the whole thing down too often. 

This is my first effort at a protected cruiser and it failed utterly.  I seem to recall seeing that to simulate a flat and sloped deck armor you used the upper belt?  The sloped deck armor was 5in and the flat deck armor was 2in.

Well, 66.6% Machinery seem to be a "bit" overkill. 25% fuel, too.

The rules here for a protected cruiser was to use an upper belt of 5' height to simulate the sloping sides of the protective deck.


Yeah, for 1892, this design is too fast and far too long-legged for a ship of it's smallish size.  At least for SS3.

Judging by the Wiki entry, you could reduce the coal capacity to 1000 tons.  That will allow you to use a less full hull, which would bring the tonnage down.
