HA as far as im concernd you can build back to 1890 if you want and set strength to 1.00.  I simply lack the BP to build all the ships Italia had so im not even trying. ;D

The 1895 engine technology says we should be using engine year 1900 engines. Should our starting ships all have year 1900 engines?

Are we allowed to have protrusions of a few feet from our docks? I have a ship that is 392 feet long at the waterline but it has an 8 foot long ram (I know useless in real combat, but ships still had them in the 1890s). Is it considered to fit within a level 1 dock or would I have to remove the ram/find a larger dock?

... Ram, Clipper Bow, Stern Overhang dosnt matter what it is Overall is overall.  it has to fit in the dock/slip.

Are icebreakers and other supporting ships free? I've noticed that no one else seems to be designing support vessels.

I dont have a whole lot of need for Support ships... Coaliers, Stores ships, Icebreakers.  With my Empire in the med and east coast of Africa.  well I just dont have much call for them... although I did propose one support ship (till it was discoverd that I had messed it up)

Using 64.5 I am able to get 159.9 income, only 0.1 lower than the stated income. 64 gets me 159 and 65 gets me 160.8. Should I go for 64 instead?

Go for the whole number that is closest to getting you your assigned income level without going too far over.  I pretty much checked, if i would ordinarily round my income number up (above 1/2 point) or down (below 1.2 point) which one will get me closer to my income level.  Yes I'll still be at an odd number but I'll have 150.1 or 149.6

Thats how Italias IC level was set (consider it the second baseline after the UK more or less) I took the population numbers from the list on Wikipedia then messed with IT untill Snip and I felt the income level was apropriat based on the UK numbers and in comparison to N3 Italy.
