Is it too late to do last minute adjustments to start ups? I have too many ships. Also what exactly will be baseline techs?

I can't speak for the adjustments but the baseline techs for all pre-start up vessels and units is anything that has a year 1899 or older.  Baseline for ships under construction at start up is tech year 1900

Where should we post turns, and how should they be posted?

I will get a sample report (aka UK 1900H1) up at some point soon. We will probably be pushing the posting time back a ways are we are still talking about research and if there is a workable way to allow for advanced research. I know that effects everyone's reports, so we may be a few days back

And we also need a viable way of calculating upkeep for submarines when we have fuel-based upkeep.  And if someone is good with Excel an upkeep page for fortifications

Subs, given how we're handling them, will have fixed upkeeps.  On the fortification question, for you mean forts or coast guns?  I've updated my Army page to include the US arsenal of coast guns, but since the US doesn't have any forts worth the name other than coast batteries, I haven't needed to add those.

I meant Fortresses.  I have a new page for CD guns.  I may add a new page for submarines as well, because for me its getting a little too difficult to keep adding sections at the bottom of existing pages for a new unit with different upkeeps.

OK guys, startup spending is now LOCKED. You can no longer make changes to you startup reports aside from to fix errors which violate the rules. Also, we have decided to do away with the advanced research, so keep that in mind when you are doing your H1 reports. I will (homework permitting) get my H1 report up as an example sometime this week.

Should certainly save me a bit of money, since there aren't (it's my understanding) any 1900 techs we DON'T have, and if we can't advance research, there won't be any tech research to start until 1901.

Currently I figure I'm good for at least a couple years on that front.  :)

OK, my H1 report is up. Please attach a copy of the spreadsheet as well. I used a tool to get the formatting correct. Seeing as it is Nobody's, if he could post a link to it for everyone that would be great.
