Actually, there's a tech break here: in 1899 you get better torps than Jef's mounted on his DD there, you can use full size 18" fish.  Before 1899, though, you have shorter ranged torps.

I'm using the pre-1899 18 inch torpedoes (it's been mentioned there may have been a typo on the second 1890 16 inch torpedo) and will just replace them after the start. Would be metagaming for everyone to have their destroyers come out in 1899.

I agree, I wasnt trying to metagame, it just turned out as I aloted slip and dock space (and BP) that 1899 was Destroyer year.
