Edit: reason I offer is to give you cash flow... typically a nation like the Ottoman Empire would be paying through bonds of some sort or another.  I'm still doing my research on pre-Great War military and naval expenditures and how they paid for fighting the war (thank you Hew Strachan!).

as Snip pointed out everyone is runing out of BP for startup, I played around with ways to fix that initialy but most turned out to either be way to freking confusing, or simply non functional.  As he also points out the issue should remide itself post startup (its just that we have no maintnence costs, Research, or economic growth to burn off the excess funds (although I did ask about allowing us to spend the cash on growth/tech)

 Lacks the belt armor needed for a protected cruiser.  I'd trade some of the coal bunker for more boiler space, a la the OTL ship.

because it isnt a PC, its a CL.  I have a few similar ships although Italy called them Torpedo Cruisers.

The engines already eat up ~40% of the displacement. I'm not fond of the design ether, but I need something else small to go park in the colonies. This works for that.

I'd guess so, WAY more than is needed for period fish, though.
