Proposals from the Cheap Seats

We all have opinions and ideas regarding the Nverse and how it should be run, what we are generaly short on is actuale workable solutions to most of the issues.  As such I decided to post this up and throw my hat into the ring not just with what we need but with what I hope would be workable solutions.

What I see we need
1: define turn length
2: define upkeep
3: define ship building cost
4: define other building and upkeep costs
5: define finances

1: The poll found here says 6 months, frankly I dont care if its an old poll 6 months got the most votes
2: My vote is we just reuse the upkeap rules from N3, for anyone not farmiliar with them they can be found here
3: See Above as I feal they would also be functional with some minor modification.
4: Starting to be a trend here Lift em full cloth from N3 a few minor modifications and we are good to go
5: Snip already made a realy good start on this (thanks Snip)

With these proposals we could be good to go in just a matter of days (ok weeks at worst)
