The line Tan has seems close enough for horseshoe range in those little islands. Poland is fine. Finland could be changed, but Im not really inclined to. Its a minor difference in all reality. Why did you not raise these conserens sooner?

I was in Vegas for the past week and couldn't see the maps at full size (my smartphone blurs badly when it zooms in). I couldn't see the fine details of the map until now.

The Balkan situation is somewhat more of a concern as that does put Russia in direct contact with three great powers and one major regional power (Germany in the Baltic, Austria-Hungary and the Ottomans in the Black Sea, Japan in the Pacific). That means that there can't really be a "weak" fleet that lets the other two be larger as all have great powers nearby and all fleets will likely be outnumbered by local rivals. Depending on the political situation it might be a non-issue however if Russia has good relations with one of the other bordering powers. Germany seems the most likely choice as it had a previously alliance with Germany (League of the Three Emperors) and the leaders in 1900 were closely related and good friends.

I had been hoping Rumania and Bulgaria remained independent. 

Edit:  I had been hoping wars in the Balkans would be between proxies rather than direct involvement by the local great powers.  I can't imagine AH and OE will ever be allies.

How about a "Greater Netherlands"? Or does Belgium serve a deeper purpose? Or maybe the dutch don't want it?

I belive it is being reserved for potential future players, the Dutch thing was worked out by DF and Snip last night so you would have to ask them.

Well, a Dutch-Belgian coalition could make some sense (especially if Wallonia became part of France and Flanders part of the Netherlands).

I actually had nothing to do with the concept but it certainly makes the Dutch an interesting nation. Their empire is now one of the largest gold and diamond producers in addition to all the petroleum and cash crop production from the Dutch East Indies. They have the potential (and almost the requirement) to be a major power in the Indian and Pacific Oceans. It will certainly open up an interesting situation.

Also, how will the effort on isthmian canals be coming along? Who will be building them in this timeline and will it be located somewhere other than Panama (Nicaragua perhaps)?
