So 5 years not 10?

5 years (10 turns), when I did it at 10 years (20 turns) things got realy stupid... Italy with 20 modern battleships and 60+ modern Cruisers (honestly when I reached that point I gave up but I still had 35 bp),  the UK with over 1 million tons of ships... like I said it got stupid

Oh, one thing missing on the spreadsheet is coast artillery.   For some, this won't matter, not something they're interested in.  I figure I'll get some, there was a definite panic there for a while during the Spanish-American War about the possibility of Spanish bombardment raids along the coast, so.....

I'm in love with the stuff... if you want cheap defense for a limited number of strategic points then coast artillery is going to be most cost effective.  4 12" guns behind thick berms and in hidden positions where enemy ships are forced to come into range to engage them can defeat easily 3 or 4 times their number of equivalent enemy guns on ships.  Just my humble opinion...

its alot like forts honestly, it looks great till you start paying for it in the sim and then time to upgrade it comes around and OUCH...

Who in their right mind wants to attack up a 2 mile wide waterway with well-sited and -protected 12" guns raining fire down on them.... ask the British at the Dardanelles....

How are ships that are laid down in 1899 handled?  Historically, the USN laid down the Maine class battleships then, and they won't finished before the end of the year.....

Also, on coast guns, I note that there doesn't SEEM to be any provision in the rules for the coast defence mortars that were prominent in this period.

IDK how snip wants to handle it but in previous incarnations everything that was layed down pre startup was considerd to be compleated and in service on startup, I supose you could give them a slip and put partial tonage into them then continue their construction during the first year to compleat them.

Tan would be correct in handling startup ships anything layed down pre-start can be considered finished on Turn1. However, if this gets excessively abused with very large ships action will be taken and plans and rules will need to be changed.

My plan for them, such as it was, was to pay for them up-front, out of the pre-start money, but complete them on schedule, so if I built them or something similar they would NOT be available right away, they'd still be under construction.
