Ignore the 500,000 tons stuff from the 4.5 proposal.  That's no longer applicable, a different world.  Right now we don't have any idea how many tons we'll have to play with.

I'm figuring less than 15k tons a year for Japan.  Thats basically 5 battleships.  About what Japan built, except they were actually built in British shipyards.
