I think that has been generaly agreed on, I could be wrong ofcourse but it makes sence to me.

Won't that put every non-colonial power (US, Russia, Austria-Hungary, etc.) at a disadvantage?

OTL as it will be in the sim it was easier and cheaper to build the economy of a Colony.  People did to a limited extent (more for some less for others), so technicly yes one region nations are at a disadvantage (unless for example the US wants to look up the population of all their states in 1900)

Looking up the populations of the US states and territories in 1900 is easy, there was a census in 1900 after all.  There was a Russian Empire census in 1897 as well (see here http://en.wikipedia.org/wiki/Russian_Empire_Census for details).

Hmmmm.  From playing with the spreadsheet, this rule is concerning me a little: it looks like the correct number of IC for the US (given the population of 76.212 million from history) is 207.  However, if I'm reading the above rule correctly, it means that my BP are actually only 51.5 or 52, rather than the 65 listed earlier.  Am I reading things correctly, or am I off-base?

We are going to have to tweek the wording on that to get start up requirements were they should be. It should be that you cant build any additional BP until there is a 4:1 ratio. Go ahead with the listed amount of BP. I am still thinking about how best to reword that portion of the rules.

How about simply removing it? We now have the growing cost as the limiting factor.
