The 1890-1900 option has the most votes, and I plan on having a second poll soon between the top two in order to decide the exact era in which we will start the game.

Since snip gave us only one option per 20 years you should probably calculate:
(1860*3)+(1880*3)+(1900*5)+(1920*4) = 28400
28400/15 = 1893,33

I calculate with medium values;
1870 to 1880 give 1875
1890 to 1900 give 1895
...

As do I. The categories given are 1870s-1880s that in fact means 1870-1889 because the next category starts at 1890.  Then midpoint is 1879.5 round that and you get the 1880 I chose.

1900 is probably best. It's a nice starting date and by 1900 the treaty ending the Spanish-American War has been ratified.

Cool, Start the game in "jan 1st 1900"is the best date, I think.
But to play in 1900, must we have ships since...1890 or 1885 ?

1900 seems like a good date to me. Now, I know Nobody mentioned that he would prefer that we keep startup fleets as small as posible. How does a five year building period sound? What other options are community members looking at?

What if we gave each nation its historic ship count in 1900?  With the exception of those nations whose territorial boundaries have been altered (i.e. the United Kingdom), if the UK has fewer colonies it (theoretically) has less of a need for warships.

The problem with that is the shear number of ships that would potentially be required. I would like to minimize the number of ships needed to be simed for all players.
