The French were essentially the pioneers of longer-tubed weapons, their first L45 was the 138.6mm L45 Model 1884.  They also had 305mm, 274mm, and 194mm Models of 1887, and 274mm and 305mm models of 1893.

In any case, there legality under our rules is fuzzy at best for some of the smaller guns.

It's really not a choice: if you want them that slow, you have to build them to 1.00 overall strength, rather than 0.50 cross-sectional strength.

Exactly, although I'm beginning to think we might need an exeption for very early ones. Maybe +/- 1 knot minimum speed for each 5 years post/pre 1900?
