This ship will need to be discussed. Dont really have time right now to really think about it.

Who cheer when solider lads march by
Sneak home and pray that you'll never know

I know her Jef, I used her to argue for 6" to be the minimum gun in turrets and barbs for the N3 rules (I lost but it was fun anyway).  Personaly im in favor of allowing her and her type but then again I like wierd ships.

Here is my main issue as far as classifying this design within our rules.

QuoteSecondaries are 4-7" guns. 8-10" medium-caliber guns are not secondaries, but medium-caliber main guns

These gun technicly qualify as Secondaries, which means that the ship should be built to PC rules. But, she is clearly an AC due to turreted guns. My first inclination is to have the side-mounted guns be in four singles instead of two twins. Do that, and the issue can be resolved right there.

Who cheer when solider lads march by
Sneak home and pray that you'll never know
The hell where youth and laughter go.

Historically, the RN was building turreted PCs all through the 1890s, with the Powerful, Edgar, and Blake classes.  USS Olympia was also a protected cruiser, fitted with twin 8" turrets fore and aft.  Armored cruisers weren't especially practical during the brown powder & compound armor years, it's not until Harvey and especially Krupp armor arrived on the scene that they became practical again.

Of course, that's a different matter than the rules.  "Fixing" those could be as changing the names from AC & PC to large & small cruiser, with a minimum size of, say, 5500 tons for a large cruiser capable of carrying a turret (to allow for Olympia).

8" guns in turrets is a non issue as its allowed by the rules, the problem is it uses 6.45" twins which fall into the secondary catagory.  if you build it under the Cruiser rules (where PCs realy fit) you end up with this

QuoteLight Cruiser Architecture - Main battery in deck mounts/casemates
1880 Baseline(0): guns in single mounts or casemates, on side/centerline
1900 Advanced(+1): ammunition hoists, deck torpedo armament, superfiring mounts
1910 Cutting Edge (+5): twin gun mounts (require hoists); powered gun mounts; unrestricted weapon armor
1920:  No restriction (high or low) on caliber of turreted guns

which dosnt realy work either, this is why in the past I argued (in vain I might add) for the BB/AC rule to allow for down to 6" guns to be turreted.

I wouldn't have thought to read the rules that way: a secondary gun, to my understanding, is a weapon that is smaller in bore than the main gun.  In this case, that's not applicable, the centerline and beam weapons are the same size.   So, it's not a secondary gun at all (on this ship).

But Jef will run in the problem again if he tries to build the Suffrens: they carried 12" guns fore and aft in twin turrets (OK), but then installed 6 6.4" guns in single turrets on the main deck.  No reason that this shouldn't be perfectly legal.  Danti Alighieri's also illegal, with her 4.7" twin turrets.
