Look like reasonable enough tenders, but the lay-down dates are confusing me: it's now H2 1900, but these ships are being laid down in 1896 & 1897?

Also, I don't see these ships payed for in the startup report (which has been locked for some time) or in the H1 report (which baring rules related errors is now locked since we have moved to H2). So these ships will need to ether be new built starting in H2 or be converted from civilian ships starting in H2. They do not exist as completed ships in H2.

I have reread the rules for tenders.
I have not see a % of BP or $ allowed for civilian ships, liners or coalers.
Not see in 1900H1 spreadsheets the place for civilian ships.

Are they really useful for our nverse ?
Or did we SS them for the fun?

I can see tenders, as defined in the rules, as having some value, since they serve as ports for other vessels.  If you're wanting to deploy a squadron or a fleet to somewhere where there isn't, yet, a port, a tender or three is the way to do that (until you can invest the time and money to build a real port).  Colliers (and tankers, in the future) are in the same vein: useful in certain specific circumstances, but not always needed (though overseas bases will probably be serviced by commercial colliers unless there's coal to be had locally).


Other civilian ships, like liners, freighters, etc, aren't part of the peacetime sim, I'd expect.

In the past, some players have sent ships to places they couldnt actualy get (ok ok so they could get there but they couldnt get back or even close to back).  As to the utility of the types, I personaly dont need them (realy am I ever going to have a ship more than a days steaming from a port?) but I can see situations where other nations might.

As to liners, primarily the only reason anyone built them in N3 was to have them available for moving troops (France and Rohan)

Not sure how you got that result, but it should probably be Petrol Internal combustion engines plus batteries for the time period.  How much of the miscellaneous weight is torpedo tubes & reloads vs ballast tanks?  It's also missing the dive depths, not that they're hard to guess.
