A bit better protected, MUCH, MUCH longer ranged, but less well armed on a bigger hull.  The torpedoes seem awfully long for the period, most 1890s torpedoes that I can find were 5m or shorter.

Heh, there's nothing wrong with commerce raiding, the USN had a pair of commerce-raiding cruisers too (USS Columbia class).  And for that, you need big bunkers but not a lot of armament.
