Could we rebuilt (re SS) a class in a more modern config?

ex:
CL- LD 1896-4400t
rebuilt (re SS) in 1906 with new guns & new engines.
---
500t-TB - LD 1897
rebuilt (re SS) in 1907 as Patrol Boat
-----
In the 500 000t we count the ships in service in 1910.

The rules for that are right here: http://www.navalism.org/index.php?action=dlattach;topic=5791.0;attach=575

As for doing so in game, that might not be the best use of resources. When you consider how much weight the engines of a cruiser or torpedo boat take up you will easily be spending half the cost of a new ship just replacing that equipment on an old ship. Rebuilds as extensive as the ones you plan only make sense for more expensive ships like battleships, battlecruisers, and heavy cruisers.

The main reason it wouldn't make sense to do so is the treaty: until the rule of "no ships over 15 years" is changed, there's little reason to do so (the rebuilt ship won't survive long enough for it to be economical).

QuoteAll vessels less than 15 years old the time of the implementation of this treaty may be retained in fully armed and functional condition for front-line service. These vessels shall be allowed to serve in unaltered form regardless of their confirming to the terms of this treaty. Vessels which exist at the time this treaty takes effect will count against the total tonnage of the least valuable type for which they qualify.

I interpret that to apply only to ships constructed before the treaty went into force, not as applying to ships afterwards. That is just a condition leading into the treaty.

Correct, for the umpteenth time.
You smug-faced crowds with kindling eye
Who cheer when solider lads march by
Sneak home and pray that you'll never know
The hell where youth and laughter go.
