I figured it was time to compile a list of what needs to be done.

Final tweaks of the Economic Rules: Myself and Carth. Just need to confer on a few things and they should be done.
Any final adjustments to the treaty: Carth. AFAIK, these would be cosmetic and no changes at all would be done to the substance of the treaty.
Map: Carth and maybe myself. I don't know how much work has been done on compileing the many maps into one master.
Country sub-forum construction: Mods, once we get the info from players. Get this info to us ASAP, as the creation process takes time.
Starting Navies: All players. Im sure most of us have some sort of running database of what our starting fleets will look like. If we could start posting those that are mostly completed (about 80-85% of total tonnage) in a thread, it would be great to gauge progress in by far the most expansive area.
Other startup things: All players. Army and Airforces should be mostly plug-and-play (hard caps on number of units overall and types of units), so the big one here is ports. Once again, a thread would be nice so we can see who has what and to catch any glaring number errors on the rules side of things (aka things that are my fault).
Country back stories: All Players. Probably the least important, but still would be nice to have. The more that is known at the start, the better IMO, but all of the above are more important by a huge factor.

At this point, I think a early July start date is most likely and attainable. If we can do earlier, then I think we should. Anything I missed on this list?

Ports I don't THINK can be done until we get the correct and final economic rules.  I might be wrong, of course, but that's my suspicion on this point.

Take a look at the country forums in the archives for ideas on what we need from the players for that.

All the info in ports is out there, I posted the updates that I made to that section a few days ago. That should be all the info needed to construct ports. If its not, say something

Assuming that the 500,000 tons for navies is coming out of the 960 PPs we get to start with, that only infantry and artillery corps are allowed at game start, AND that no PPs may be spent on air forces, I end up with something like this:

~500 IP spent on naval vessels
18 IP spent on ground forces (6 infantry corps, 2 artillery corps)
~17 IP spent on coast guns (30.5cm guns & mortars, 15cm & 10cm guns)
375 IP spent on 5 major ports at 75 IP each (R=25, S=30, T=20)
50 IP spent on 2 minor ports (R=10, S=10, T=5)

Oh, another thing we'll need settled is how colonization is done: do the player nations need to invest in transports, or can transports be hired from the national/international private sector to transport the troops, materials, and colonists needed to create a colony.

OK- just to let people know I'm still alive:
The weekend I was supposed to start back to work I suffered heat stroke #7.
Spent half a day in the ER.

Colonization: you will have to build any ships involved in colonization; they cannot be hired, but they can be built under AUXILIARY rules, as they are essentially troop transports. A colony will need a 'sizable' base for start-up; Snip and I will have to get that straight.

Maps are still being put together into one main map.

Huh.

Well, can't comment for anyone else, but THAT'S blown my planing spreadsheet to h@!!, IF auxilliary vessels are counted under the 500,000 tons of fleet tonnage.

Auxiliary vessels counted in all incarnations of N-verse, at their assigned rate (1/4 or 1/2) for all purposes.

you will be able to spend PP on air forces. You are limited to no more then 6 recon units (6PP each) and unlimited Military Airships (7PP each) each unit will be as effective as that sort of aircraft would be in 1910 (aka, not really worth it for the recon planes)

That might be true, but not all of us are returning veterans.  And, did any previous incarnation actually do colonization, as opposed to conquest?

I was just running based on what I was told before (http://www.navalism.org/index.php/topic,5822.msg75829.html#msg75829) and the discussion on liners suggested that there would be civilian shipping to handle this.  If I need sufficient shipping to lift a division or a corps, that rather changes the plan.

Can our civilian ships (especially liners) use turbines? That was never decided on.

without talking to Carth, Im going to say that mixed propulsion on liners is ok (turbines and SRE/CRE). If the ship is not a liner, it cannot use turbines. Now, if someone can come up with a Merchie from this era that used turbines, we can revisit this.

RMS Carmania (1905) had turbines on three screws.
Remember, though, that turbines are still worse off for power/weight ratios at this time.
Only something that will steam FAST for LONG PERIODS will have turbines... basically, only a trans-oceanic liner or a cruiser prior to 1910.

We won't really have a lot call for the trans-oceanic liners AT STARTUP... but I expect to see a Blue Ribband worthy competition before things are over!!!
