From an IC pov, if that homeland port has space for 8 factories, why can't the other homeland ports have 8 factories as well?

The 50 factory homeland limit does not make much sense that way if only one of the 7 ports can have 8 factories and all ports outside the homelands can have 8 factories while the remaining 6 homeland ports can only have 7 factories because of the homeland limit.

I think it makes a lot more sense that the limit of factories per port should be 7 with the exception of your nation's "capital" port which can have 8. (after all, (6x7)+(1x8) = 50). Either that or the homeland limit should be 49 factories for 7 factories per port or 56 factories for 8 factories per port.

You think that the number of factories per port should require a minimum spent on the port itself? (i.e. you cannot build a factory at a port until you have spent x IPP on the port itself, you cannot build the second factory until you have spent y IPP on the port itself, etc)

I'd be fine with a limit of 49 factories in the homeland (I voted for only 40 factories, after all).  Certainly some tweaking would be needed to make everything work out.

I'm not inclined to force port spending so factories can be built, though I would think that colonization should cost.  Port spending, of the sort currently defined, has little to do with "factories" that might not be producing finished goods or ships.

49 or 50 factories limit, it makes no difference to me, I like the idea that there is a flat cap at 7 factories per port/city.  I'd also be fine with the capital having capacity for 8 factories, it IS the capital after all.
