I agree with Jef regarding the Anti TB armament.

fixed the engine type and transom stern (now has a cruiser stern), added an extra 1500 tons, added 6 4.7in single deck mounts (3 on each side) at "deck level" so I think its above the broadside main battery?  The ship will survive over 30 12'' shells (non-critical-hits), which I think is decent.  Especially since the whole point of this ship is to be able to shrug off damage until it gets close enough to attack in turn. 
I would like people's opinions on the 12''/30 caliber broadside guns versus the 12''/45 caliber chase armament.  I kind of figured that a shorter caliber gun barrel has a shorter range.  I debated increasing the weight of the projectile but I truly have no idea if that would help or not.  I know that the USN used "super-heavy" shells for its 16'' guns.

Fiddled around a little more.  Its BC is kosher (0.57), its L:B ratio should be kosher (5.0).  There were one or two other things I checked out.  I added about 50 feet to the length, and added to draught and beam as well.  The only way to put in chase weapons was to make them casemated.  And apparently there was only enough room in my citadel for 12'' guns in each broadside, the other two seem to be outside it.  Any way to fix that?

Thats part of what I'm wondering, if having a short ranged gun is better anyways since the plan is to close with the enemy.

You're wastng a LOT of tonnage on deck armor that the guns of the period have no way of attacking.

If you want to extend the length for more casemates, reduce the size of your quarterdeck (SS won't install weapons on either the quarterdeck or the forecastle area).

Speed is rather low for a ship that has to close on it's enemies, this design would need at least 18 knots, 20 or more would be preferable.

Deck thickness is indeed overkill. I would not be surprised though that if you were to cut it to ~1/3 or so, you'd end up with a reasonable amount of hull strength which you could use to bump up to the speed indicated by KWorld.

Also, I think all of the broadside-mount guns, given how the hull's laid out, would have to be mounted "low", because they're all below the freeboard deck that SS has been told about.   If you want the guns above the freeboard deck, you'd need to lower the freeboard deck and use "upper belt" armor to form your protected battery.
