The CRN is frightened of torpedoes, it wants TBs definitively stopped well away from it's ships, and a hit from a 150mm will do that.  :)

Such things COULD happen, though the TBs would be limited in length to about 35m.  I'll admit, the idea DID come from the torpedo boat motherships of the 1890s, I just turned it around to a use that has to do with the idea of "resource raids" on other islands and the need to land heavy equipment before there's a harbor.
