Fast, fast, fast... not a bad vessel for this time period.
Good mine capacity. Will be a real pain for an enemy to catch.
Though... she's not really a 'coastal' minelayer; a coastal minelayer woudn't need high speed. I'd also possibly drop about 30% of the miscellaneous weight for a touch more bunker. This is especially true if you want a high-speed minelayer that would be used against enemy forces on their turf.

But turbines are a no-go on non TB/DD/CL vessels aren't they? And isn't 15cm a bit big for a mine-layer?

I think is deliberately built as a 'Light Cruiser' by tonnage and gun caliber... in order to make her able to have the turbines available only to those three vessel types.

KWorld- the loophole was left open fir a reason... to allow specifically this kind of ship to be built, because fast minelayers were built in real life. HOWEVER, remember that this ship will soak up light cruiser tonnage should they ever be limited by treaty.

She can be looked at as a cross between SMS Albatross and SMS BrummerBrummer leaned more towards the light cruiser end of the world, being twice as large and carrying 4 15cm guns, along with 400 mines, while Albatross was earlier, slower, and only carried 88mm guns.

Under the current rules, however, she's not legal, because she's too small to be a light cruiser (minimum of 3,000 tons, which disqualifies a fair number of historical cruisers of the day), too large to be a destroyer (max of 2,000 tons), and too fast to be a gun boat (maximum of 20 knots).  Actually, the rules would also disqualify the historical Albatross, on similar grounds (she was capable of up to 20.2 knots, just over the limit for a gunboat).
