IMO an escort cruiser is a slow cruiser with much armor & guns.
in a few words:
1- A 5000t EC is catch by a faster 5000t CL.
The 5000t EC sink the 5000t CL because his armor & guns are heavier.
2- ECs could be add in the end of the BBs battle line or are a independant light battle line (Tsoushima).
3- ECs are more economical to escort troop ships than CLs or ACs

My naming conventions are a bit different then yours. If you look at the Tochtli Class and the preceding Aurora, the fill out the first two roles, I just call them Fleet Cruisers.  The Pontiaca Class is designed to be a fast anchor to destroyer and TB squads as well as a fast escort for minelayers and other such auxiaries (such as liners) that can run at high speeds. So it does not meat the third requirement in its entirety, but I think having the additional speed will make it useful, along with not requiring a dedicated class of cruisers for a job which should ideally be filled with older hulls.

Bellerophon - I'm not sure about the armor layout on this one: it looks like your main belt is only covering 1m of the hull above water, with the rest of the hull protected by the upper belt, which is a lot thinner..

Chimarea - There's a problem with the 130mm casemate guns: you've got 13 of them, in hull side mounts.  Same issue with the armor scheme already mentioned.  Also, the 80mm's are probably quick-loading vs breech-loading.

Abraxas - Same issue with armor scheme, but worse now because of the low aft freeboard.

Tochitil - "Main belt does not fully cover magazines and engineering spaces".

Faith - You don't need this:
