Another thing to note: at this point, our ports cannot build ships larger than 25,000 tons normal, so Lusitania, Titanic, or Imperator-sized ships are not allowed.

Switching the guns to 10" vs 12" will help the rate of fire issues that would arise from a casemate mounting (the 10" shells would be easier to handle).  Making this switch allows the draft to be reduced to 8m.
