The older gun is lighter so, I could change 140mm guns to 164mm.
She is looking like a super Dupuy de Lome.

Displacement sup to 10 000t is an other qualification, but just one is neccessary.

Exactly.  If you build a cruiser of 15,000 tons but medium cruiser guns, it's still a heavy cruiser.

Correct, and this goes for any class of ship. We simplify defined classes from the start so if we were to ever enact tonnage limits on the classes, there would be a framework in which to do so.

I always work on the Cruisers for Nova Francia

The building of a merchant fleet, coilers, transport ships, troop ships... need escort. So, a part of the fleet need to be rework for the escort job.
A speed of 18kts is enough, fleet range & a strong armament required to be serious in the job.
So, AC1 class & AC2 class are rework to Escort Cruisers.
They are now EC1 & EC2 class.
