Yeah, I saw it, but if I try to duplicate it, I get the errors I mentioned..  Anything over 40000 hp, SS3 complains if you have a reciprocating engine

Check and see exactly which version of SS3 you're using (hit the F1 key from within SS, or go to the Help menu, the About tab).  The reason I say this is that SS3b2a, at least, allows up to 60,000 hp with reciprocating engines, while SS3b3 only allows 40,000 hp.

OK, call me officially puzzled by how that design works, then, it made sense if you had 3b2a or something like that, but not if you have 3b3.

Ah ha, figured it out!  It's based on shafting: a reciprocating engine is limited to no more than 20,000 hp per shaft, so a 1908 4-shafted AC could go as fast as 28.8 knots or a bit more, depending on the hull.

Certainly a AC (BC)  near 20 000t... outside the rules limits.

Not necessarily, a fast BB or large AC could be built within the rules limits that would use this.  I've already done up a 23 knot ship of the type, and thought that was as fast as it could be driven (because it hit what I thought was the 40,000 hp barrier).  But now I know differently.....

The SGB (Squadron GunBoats)  are removed from the Plan. With 3000t - 18kts - 4x140, they are too low.
New 18kts Escort Cruisers takes their place in smaller qty.
The Plan give now.
EC1 - 1895 - 3800t - 6x164
EC2 - 1897 - 7400t - 4x240
EC3 - 1898 - 3650t - 6x164 (?)
EC4 - 1900 - 7400t - 4x240
EC5 - 1901 - 3200t - 6x164 (?)

They "ll be use as Troop & Supplies Escorts, Station Cruiser & 3nd class battle line.

Sounds like effectively slower ACs, judging by the main battery?

Probably the final BB4 & BB5 class.
These 2 x 18800t classes, 4 BBs in all, are the begining of Nova Francia Battleline.

BB05 looks like it has an unusual layout: ABX, since the main battery mounts are coded as ends, majority forward with none superfiring.  That'll be different.  The longer than the main belt upper belt is also unusual.

Also, on the same ship, I don't believe turreted secondaries are allowed on 6-gun BBs.  You could move those 194mms to casemates, though, and save some strength.

On the BB4s, are 6 guns in side casemates worthwhile?  I'm wondering about the 140mms, and if there are enough of them to be worth mounting or if it would make sense to mount more of the 100mms instead.  At any given target, no more than 3 of the 140mms will be able to bear, and they'll be firing under local control.

My personal preference, on capital ships, is for no less than 12 casemate guns of any given size, to get a high enough volume of fire to hit fast vessels (for 6" or smaller guns whose primary role is against such targets, of course, heavy casemate guns like on SMS Scharnhorst are a different matter).

AB-X disposition was my second idea. My first was A-Q-X with 2 blocks of superstructure in pyramid form with secondary & tertiary guns.
Upper & main belt had the same lenght. (Jef mistake...  :-[  )

6x140mm (38kg shell-rof-4) tertiary were choose to bridge the gap between 240 (220kg shell-rof:2) and 100 (14kg shell-rof:6/8).
You'r right, each 3x140 side battery is firing under local control .
