The delay in France recognizing Texas wasn't due to slow mail, it was due to the fact that a Bourbon was on the throne in Spain at the time. This meant that the French were rather inclined to protect the interests of the Spanish Monarchy- since it was one of their distant cousins and allies.

It was politics- pure and simple- that dictated the long delay... till France was certain that their cousins could not control their American territories, they were loath to admit that the empire of their distant relatives was sundered.
